 "Eco-culture and Green-Life: Reflection on the innovative construction of a Scientific Research Center of the Chinese Academy of Sciences - 2011 China National Investment Project Excellence Award"：While sustainable development has been presented as the great hope and absolute necessity for preserving our environment and our biodiversity, two underlying issues are: What can we learn from the built heritage if we want to develop a true “green building” design? How to protect and improve this priceless built heritage which is disappearing fast before our very eyes? In China, a valuable experience argues for an innovative eco-cultural approach: the Xishuangbanna Tropical Botanical Garden (XTBG) of the Chinese Academy of Sciences (CAS). The design and building of its new scientific research center and the conservation issue will help us to better understand what this new "eco-cultural" concept means in practice. It is important to develop new strategic visions and actions for protecting this irreplaceable heritage to take the most of its ecology lessons for a true “Green building” design in any project.

Introduction: In developed and developing countries, the proportion of urban population is growing continuously over time. According to the report of the United Nations in 2007, 60% of the world population will live in the city by the year 2030. This urbanization has created an unprecedented demand, particularly in terms of mobility, employment, food, waste management, and environmental management (Zazada, 2011). Faced with these challenges, national and international policymakers promote the smart city model for the purpose of "increasing the attraction of the city while reducing the negative impact of energy and the environment".

Focusing on "strengthen the flexibility of urban systems", the smart city also involves issues of food sovereignty, land protection and risk prevention. These questions become crucial today in the context of climatic, energy and economic transition, especially for those big cities who no longer have agricultural belt, and who "do not produce themselves the food supply," namely "naked cities" (Steel, 2009) or "hungry cities" (Zukin, 2009) in the literature.

How to integrate the agricultural and food issue into the smart city? How to coordinate agricultural interests and habitat needs? What kind of judicial framework and governance should be adopted to deal with food issues? Many projects and examples which well combined both cities and agricultures have been noticed resent years. Detroit is a typical example of shrinking city (Paddeu, 2012) – a phenomenon quite common in North America, including Montreal, Toronto and New York City. Also, this phenomenon also exists in some European cities, for instance, Milan has experienced shrinking in 2015 EXPO. In this research, my objective is to explore the new combinations of cities and agriculture, and to check the feasibilities and the main objects of study are cities in France, such as Paris.

The « Sleepzone© Project » consists in conception, design and realization of “recharge areas” in the city. Designers, architects and urban planners are requested to co-elaborate and conceive « objects » -urban furniture, pieces of urban art, interventions – able to support or to activate energy or poetic with its environment.

Introduction : If building actors want to share a common language, exchange reliable data and know what to expect about the question of an "object" or a "product" of construction, it’s urgent to harmonize the various dictionaries that describe these objects and their properties(geometric, technical, economic, regulatory, etc.).

Thus, it is necessary to define a method in advance allowing to describe these objects and their properties in the same way, and also the way to manage these properties within the different harmonized dictionaries which register them.

The issue of standardization is fundamental because it concerns the reliability of the shared information. Thanks to a common language, the European building actors will be able to extract particular visualizations from the digital models with simple request for this building, such as: “which materials can be used in the event of a fire alarm?”.

To understand each other, the different actors in the construction sector must speak the same "language" using a dictionary (which defines the vocabulary) but also a grammar that defines the order of the words. The format developed by datBIM, "Open dthX", allows to describe all these constructive solutions (articles, products and systems) and the structure tree of catalogs and libraries in ranges, families and subfamilies. It thus meets the information needs of "products" from the building actors and throughout the buildinglife-cycle: conception, construction and exploitation.

In order to complete this datBIM integrated “language", in 2012, the AFNOR PPBIM XP P07-150 standard is written by the editorial committee, which works precisely on the harmonization of the different property dictionaries used in the construction universe and in September 2015, a group of experts CN AFNOR PPBIM / GE2 was created in charge of enriching and standardizing the format dthX Open.

At the European level, datBIM Company is also involved in a working group of the European Committee for Standardization (CEN), which is responsible for finding and developing a standardized format allowing the automatic data exchange between catalogs, libraries and business softwares. A format for the exchange of BIM objects and/or their properties between catalogs, libraries and business software is a prerequisite for the generalization of BIM especially for small projects.

See the ABV project experiment (Virtual BIM workshop) for a building with 30 apartments: 300,000 products delivered, 6 to 12,000 unique references and a study budget of 310 K€ which doesn’t allow to build the database required whose advantage is  metalizing between operations through an exchange format.

Actions on buildings must, however, take into account the complexity of the existing housing stock, which is characterized by a great diversity of constructive modes and giant changes in building patterns within the transitional period in the 20thcentury. From an energy point of view, traditional and bioclimatic architecture that took local resources into account has given way to architecture more subject to urban planning constraints where the local environmental and climatic characteristics are too often ignored.

La Chine a créé son comité national de finance verte, présidé par haut responsable de la banque centrale avec les membres provenant des secteurs publics et privés. Ce comité a pour l'objectif de piloter les politiques de finance verte innovantes et accompagner les gouvernements locaux pour la mise en oeuvre. Cette présentation détaillera les activités et résultats de ce comité.

Cette présentation ensuite concentre sur les principaux acteurs financiers chinois en abordant leurs actions innovantes sur la pratique de finance verte. Ceci inclura notamment les banques commerciales et les fonds souvereigns.

La dernière partie de cette présentation élabore les stratégies internationales de la Chine en lien avec la finance verte.

Introduction: Nadine Allemand, deputy director of CITEPA since 2011, is an expert in atmospheric pollution. She holds a PH D in analytical chemistry. She joined CITEPA in 1986 and has gained extensive experience in air pollutant and GHG emission inventories, projections, policies and measures. Her work at CITEPA is currently shared between managerial and technical activities. Among other tasks, she leads the technical secretariat of the UNECE "Task Force of Techno-Economic issues" (TFTEI). She has provided extensive consultancy services to the French administration and industries in various fields of air pollution and anthropogenic activities. Currently, she is project leader of a twinning with Serbia to implement the MMR regulation and is providing capacity building activities in China, Russia and Georgia.

Introduction : Les mobilités sont consubstantielles de la ville et de l’individu urbain. Le défi d’une mobilité intelligente est d’organiser le juste compromis entre le désir d’autonomie des individus dans leur diversité sociale, culturelle, physiologique et la multiplicité de ses pratiques de la ville, avec les impératifs d’une ville productive, à la fois efficiente, agréable à vivre et respectueuse de l’environnement. Compromis entre la lenteur et la vitesse, la distance et la proximité, l’information digitale et l’information dans l’espace physique du territoire, entre les nécessaires régulations et la liberté de circuler, entre les transports de masse et les déplacements individuels.Améliorer les mobilités implique de combiner des interventions «  Low Tech » (Aménagement urbain, solutions organisationnelles, signalétiques, mais aussi diversité des modes de transport selon les temps et les lieux…) jusqu’à l’utilisation de technologies de pointe (transports électriques, connectivité, véhicules autonomes, nouvelles infrastructures, applis…).

Le programme international Passages, espaces de transition pour la ville du 21è siècle », animé par l’IVM, met l’accentsur la nécessaire prise en compte des petits espaces de mobilité de la ville contemporaine pour rendre possible l’intermodalité et redonner sa place au piéton dans ses déplacements. Tunnels, passerelles, escalators, téléphériques urbains, cheminements, les passages sont des maillons essentiels et potentiellement porteurs d’urbanités singulières. Ils demandent peu d’investissement et devraient systématique­ment accompagner les grandes opérations d’aménagement parce qu’ils offrent des vertus ré­paratrices des fractures opérées par les infras­tructures de transport rapide et le zoning de l’ur­banisation du 20è siècle.

Ce programme, fruit d’un travail collectif avec des experts et des villes du monde entier, - notamment à Shanghai, a identifiédes innovations qui permettent aujourd’hui de surmonter les différentes ruptures urbaines, et démontre qu’il est possible d’amorcer des transformations à plus grande échelle par de petites interventions qui préparent le futur.

Presentation: Untapping the potential of green and circular economy to build a sustainable One Belt One Road initiative

Introduction: The One Belt One Road initiative is regularly presented as a massive strategic infrastructure development project, but rarely as a greeninfrastructure development project.

Nevertheless, its consequences on international trade and transportation as well as on the industries of the countries along the routes could be analyzed through a sustainable development lens. With two of its priority goals focusing on cooperation and connectivity, the initiative’s impacts on sustainable development could be major : fostering the development of low carbon transportation modes, reducing the dependency of local economies on extractive industries, promoting the use of local resources and materials and of renewable energy sources…

As a matter of fact, the United Nations Industrial Development Organization (UNIDO) has recognized this tremendous potential and identified the OBOR initiative as a global cooperation project capable of significantly contributing to the achievement of the Sustainable Development Goals. China is clearly willing to grasp this potential: last May, the ministries of Environment, of Commerce and of Foreign affairs have jointly issued a Guidance on promoting Green Belt and Road, followed by an Ecological and environmental cooperation plan. These strategic documents demonstrate a certain ambition, and are essential at a preliminary stage. But the challenges to overcome are important and will need a strong commitment from states and companies to be addressed. The countries along the Belt and Road are at very different economic development stages and may have little concern about the environment. Nevertheless, OBOR lays great opportunities for them, notably through the development of eco-industries and sustainable production systems : bio-refineries, bio-sourcing and sustainable management of remaining stocks for global industries, new and renewable energy infrastructures...

Circular economy principles could be used as a relevant guidance to develop and build upon these opportunities. This concept promoting of a closed loop economic system is based on a “reduce, reuse and recycle” philosophy and bares many advantages such as boosting competitiveness, reducing resource dependency, creating resilience, among others. Aware of these potential benefits, the European Union is implementing an ambitious policy to develop circular economy. It launched a Circular Economy Policy Package in 2015, including an action plan focusing on 4 key areas : production, consumption, waste management and secondary raw materials. As for China, the government showed its engagement towards circular economy even earlier, making it a strategic orientation of its11th and 12th Five-Year Plan (since 2006). Since then, more and more circular economy zones and pilot projects have been implemented all over China, confirming its ambition and its growing expertise in the building of eco-industrial parks. With OBOR being designed as a cooperation project and a future economic connection between China and Europe, it appears logical and even necessary that both forces bring together their expertise and ambition regarding circular economy to make it a founding principle of the development of OBOR.
